E-Scooter Boom Drives New Safety Rules in Northern Colorado

It seems like almost every single year, we see more and more e-scooters zooming around Northern Colorado. Due to this boom, the town of Windsor is tightening up the rules around their usage.

The popularity of these vehicles is booming all across the country. In 2024, 130 U.S. cities had opted into some sort of e-scooter sharing option, according to Statista.

Harvard Health Publishing reported that sales for e-bikes went from 250,000 to a million over the course of four years.

Rising Safety Concerns with E-Vehicles

With this rapid increase in e-vehicles comes some startling safety concerns.

Injuries from e-scooters went up 45% every single year since 2017.

Windsor is changing up their laws around the use of e-vehicles and golf carts.

Windsor Updates E-Vehicle and Golf Cart Regulations

On Tuesday, October 13th 2025, Windsor town counsel approved new regulations regarding these vehicles.

City officials confirmed that this ordinance is not a major overhaul, but more of a tool to clean up the language and to better define these vehicles.

This new ordinance is providing an update to rules, regulations and responsibilities when it comes to the usage of  electric scooters, low-power scooters, toy vehicles, skateboard, bicycles, off-highway vehicles (OHVs), and golf carts.

The new rules take into account electronic scooters, low-powered scooters, toy vehicles (mini-bikes, electric unicycles, go-peds, etc.), and off-highway vehicles.

Permanent and Temporary Dismount Zones for Safety in Windsor

Now, there will be established "permanent dismount zones" and temporary zones that will be set up during town events.

According to official Windsor town documents, these permanent dismount zones will be located:

  • Either side of Main Street (Hwy
    392) between 3rd and 7th Streets
  • Sidewalks and entryway at the Community
    Recreation Center, 250 N. 11th Street

Riders must also dismount before entering any crosswalk in town.

If you are someone who uses a motorized scooter or mobility device due to a disability, don't worry! There are exceptions for the use of these types of tools.

Specific E-Vehicle, Off-Highway, and Golf Car Regulations in Windsor

Moving forward, the town of Windsor now has more specific regulations on certain types of vehicles.

Toy Vehicles
  • Not allowed on most public streets, sidewalks, trails, parks, and other public areas.

  • Exception: “Slow toys” (under 5 mph) may be used if supervised by an adult.

Off-Highway Vehicles (OHVs) i.e. Golf Carts

  • Cannot be operated on public streets or town property.

  • Exceptions:

    • Private property with the owner’s permission.

    • Official duties by town employees, law enforcement, fire/EMS, or contractors.

Golf Carts
  • Prohibited from most sidewalks, trails, and recreation areas.

  • Not allowed on the Poudre River Trails.
  • Exceptions: Designated golf cart paths and when being used by town employees while performing their official duties.

According to Colorado state law, golf carts can be driven at a speed of 15 MPH or under. They are also not permitted to be driven on streets or roads.

Children's  low-speed electric toys that can reach a MAXIMUM speed of 5 miles per hour are allowed on Town sidewalks and trails if they are being supervised by a person over the age of eighteen years old.

Passenger and Child Safety Rules for Golf Cars and EVs in Windsor, CO

For golf cars and low-speed EVs, there are now stricter rules for passengers. Car seats are required for children, you cannot ride in someone's lap, nor can you stand on exterior parts of the vehicle.

Parental Responsibility Under Windsor’s New Ordinance

We can all agree that parents are responsible for their kids and what they get up to, the new regulations explicitly state that.

Any parents/guardians/adults will be legally and financially  responsible for children found to be disregarding these new rules.
